Early Childhood Special Education (ECSE)
Early Childhood Intervention – A message from the
Minnesota Department of Education
The Minnesota Department of Education helps ensure that
all Minnesota families with infants, toddlers, and preschool
children experiencing developmental delays or disabilities
have access to early intervention services close to home
when they need them. This is accomplished through the implementation
of a comprehensive, coordinated statewide system of local
interagency early intervention committees and service providers.
ECSE provides early education services to any child with
special needs starting at birth. This includes children
who, because of prematurity or other complications, may
experience problems or difficulties in the areas of development.
Parents work together with a team of professionals from
education, health and human service agencies to plan the
services the child needs. Services are free to children
who meet eligibility requirements.

Early Childhood Screening
The early childhood years from birth to the start of kindergarten
are an important time of rapid learning and growth. Early
Childhood Screening is a quick and simple check of how
children are doing at three ½ or four years. It
identifies, at an early stage, possible learning or health
concerns so that children can get needed help before starting
school. Early Childhood Screening is required for entrance
in Minnesota's public schools.
For more Early Childhood Screening information, call 320-231-8490.
